Dookie,
A tap? A tap is used to thread or re-thread a hole. If you can't remove a screw you need what is called an "easy out" (but it isn't always so easy)
With an easy out, which looks sort of like a screw, you drill a small diameter hole that the beginning of the easy out will fit into, into the top of the stuck screw or bolt. (The easy out is tapered.) then you screw in the easy out. The easy out screws in counter clockwise, which is the opposite way a screw is threaded. So as it bites into the hole in the top of the screw, it grabs it and works unscrews it.
Does that help? If your screw is stripped as in you can turn it, but it won't back out, see if you can get something under it... the flat blade of the screw driver, to lift it while you turn. or, grab a hold of it with pliars or vise grips (locking pliars) and pull up on it.
If the head is stripped and a screw driver can't get a grip on it, you can use the easy out.
